I may be swiming against the tide here but I have so far managed to retain the paper statements option for one credit card and one bank account for this very reason.

I think problems may sometimes occur with online identifications if you are on the electoral register but have opted out of the "open" version.
I've always opted-out and I can't remember when I last failed the electronic identity check despite numerous account openings in the last decade. The small print of the 'opt-out' for the electoral register says that the main register is still made available to financial institutions for the purpose of identity checking.
The reason for failing is more likely to be a simple mismatch between what the OP told the Royal Mail and what the electoral register says.0 -

Under these circumstances the identity check can only use physical documents which is the OP's issue.0 -
I've now discovered my wife has a recent bank statement so I will let her do the redirect. But it is a problem which the Post Office needs to address.

I sympathise and it is an issue, however I disagree that it their problem, I think it’s the consumers problem.
It worse for people who have no passport/driving licence which is common for elderly people.0 -

I was looking at my financial records yesterday,shredding old stuff,and I realised I only have one credit card bill still being supplied on a monthly basis - everything else is paperless!
In my experience, when you have gone paperless, banks will print off and send you paper statements free on request when needed - either in the post or at a branch.

If the redirection is for a deceased person, there is a specific form "Redirection under special circumstances".
I've recently had to do this and 2 forms of ID are needed (name & address) of the person setting up the redirection, not the deceased.
