I have just received a PCN (dated 17/10/2017) from parking Eye for a 13 minute overstay dating back to July this year. Am I correct in believing that there is time limit for these notices to be issued and that in this case it has expired? So therefore the notice cannot be enforced? Thanks.

DO NOT ignore it. PE would pursue you anyway and it will cause you stress to face court.
Beat it at POPLA, easily, using the template appeal shown in the NEWBIES thread, or Redx's version, or Edna Basher's version (both specifically written for Golden Tickets). Have a read of SharkMan’s thread because your case sounds very similar to his. Note especially how he argued the Grace Periods point.

Although, if you’ve not identified the driver, then the ‘Golden Ticket’ really is your golden ticket- and there’s a link in the NEWBIES FAQ sticky, post #3 to cover how that should be argued. SharkMan had already admitted to being the driver, so was unable to rely on PoFA and his Golden Ticket. .Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Sharkman's version plus the all-important other two appeal points:
- the NTK was not a POFA version and arrived too late for keeper liability, and
- the appellant has not been shown to be the individual liable (driver) << this one is a template in the NEWBIES thread
