Private Parking Ticket Newbie questions

Hi everyone, I have had a read through this website but am still a little confused as to where to begin.
I have attached a document that showed 2 letters that have been received by my girlfriend:
Situation:
She parked her car outside a library (just off the street, but on 'private property' apparently) and didn't pay for parking at the time. I am not sure if the signage is/was adequate at the time and she doesn't remember if she received a PCN at the time.
You will see she received the 2 letters attached (top one first). Neither have been replied to or acknowledged until now and I want to make them go away.
I have removed the personal info, but the first letter is from 'PEA' (Parking and Enforcement Agency) and the second is from Ultimate Customer Solutions. They both seem to be located in Belfast and are no doubt related.

What steps should I take?

Did this parking incident occur in Northern Ireland?
Host the images on something like Tinypic and then post the URLs here.

I have read through for the last 45 minutes and I can't seem to understand the first step.0 -
Not sure how, as the first step is working out if they are BPA or IPC members, and using the appropriate appela from there.

Really? Odd. It's just a few words and a pre-written appeal, not difficult, not in legalese.
The first step being to complain to the landowner and the second step copying & pasting a pre-written appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
