I was thinking about it from a safety point of view but I suppose all taxi drivers have to be vetted/checked etc etc before they are issued with a taxi licence so, you're probably right, having a woman driver may not make a difference. I knew someone would say something like this. The chaperone is to keep the kids in check, because kids can get rowdy and up to all sorts of mischief, the driver would be distracted. Up to 3 kids they don't get out of order, and if they do, then, a quick "behave" from the driver will shut them up.
All taxi drivers are vetted and are deemed to be safe, which is why the OP's example needs to be taken seriously by the council and the OP. No doubt the council would act immediately the moment they had some hard evidence.0 -

this made me really angry - I cant believe he rang you up and complained. If you are like me, and you are sensitive and feel guilty easily - well don't! You are completely in the right, so do not worry. I guess the best thing for you would be if they awarded it to a firm, so if someone has a problem, then someone else can easily step in.0

Quick update.
The taxi still hasn't been fixed so he has been on the phone to say the council are again sorting someone to pick up son (that'll be 5 trips this week he hasn't be able to cover) so hopefully the council will be able to cancel his contract now. Apparently his taxi is sat in the garage in pieces and the garage is going into receivership and closing it's doors on Monday. Couldn't have happened to a nicer bloke0 -
