I will have a poke around and see if I can sink the wire a little deeper. It must have been done over 5 years ago.
There are lights and sockets in the outhouse and loft, I wondered if the council put it all in, but I guess it must have been the householder. Apart from this, the work seems ok. I will have to check it again.
From memory the harmonised wiring colours came into effect sometime early last decade 2004-2006ish so if the work was carried out properly it will precede then.
What you really need to do is chase the cable out again and replace it, but that said I have found cables that have been buried in walls with all sorts of taped repairs that have obviously been fine for years.

If you have exposed a red wire, then that would indicate the cable dates to 2006 or earlier. It may be an odd scrap of old cable that someone has reused..

But as you have now damaged the outer layer of insulation, it would be advisable to replace the whole length - This gives you the opportunity to chase the wall properly and use conduit or steel capping.
Any language construct that forces such insanity in this case should be abandoned without regrets. –
