My daughter is goin abroad next month with a mate & the friends mother, my daughter is 17 & we are struggling to find travel insurence because she is under 18.

http://www.statravel.co.uk is probably your best bet as it says "Our insurance is available for everybody up to the age of 65. ".
Suggest you RING them rather than buying on-line though0 -
