Replacing path

Our front path is paved and slopes upwards towards the front door. Some of the slabs have moved and have become a trip hazard, especially for my DH who has mobility problems.
I've been given a quote of £594.88 plus 118.98 VAT. Total £713.66.
The quote description is ' Rip up 16 - 50ml slabs and replace with 38ml slabs on path to front door'.
The company were recommended by the Occupational Therapist's team.
Also should VAT be payable as the works are only being carried out for my DH's safety and disabled works/aids are usually VAT free?

I'd say it's expensive for a day's work for one person, which is what it sounds like. Does that include a skip? Or removal of the 16 slabs another way? What work are they doing on the sub base if any?
PS, this isn't mumsnet...leave 'DH' and similar to them!0
