Council Tax Valuation List ( Yellow Asterisk next to property address)

Hi Please forgive me if this is not the correct area to post to . I have been browsing through the Forum but don't know where to place my question.
On the Council Tax Valuation List, the list where you question if your overpaying council tax or not in the correct band ( I found the link trough Martin Lewis Website) there is a yellow asterisk next to my address. I am aware that this indicates that the Council Tax could go up when I sell but don’t know the reason why it’s there on the list for everyone to see.
In the past I extended my kitchen by 7 foot and placed a conservatory on the end of it. However to do this I knocked a lean-to down and used the same area, didn't need Planning Permission just Building Control Inspections then received a certificate at the end of the development.
I currently have consent from local council to have a dormer loft conversion, which I have now decided not to complete (consent and calculated plan runs out in Nov 2018).
I intend to sell my property in the near future and am going to move in with my partner.
My questions are -
1) Why is the asterisk there?
2) What problems will this cause when I sell?
3) Can I get rid of it?

1) The valuation list has to be maintained by the VOA, this includes notation regarding properties which need reviewed on sale. The list is a matter of public record and is available for inspection, the electronic list just displays the same information held in the paper copy.
2) It depends - a seller may ask for a discount on the basis the band may change but you'd never know until you tried to sell.
3) It won't be removed until the property is sold/transferred and the banding is reviewed.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. They done it to my entire street some are on a higher band and some on a lower band they upped those on lower band when they come to sell.
I was on a higher band when we bought our house in 2007 I appealed in 2008 as I knew some were on lower band and I won.
I think its very sneaky way to get new people to pay more council tax, the houses on our street have barely gone up in 10 years I lived here my own house I paid 150k I would be lucky if I got 160k, two houses recently sold for 140k and 150k. Most of the houses are 3 bedroom semi only one large bungalow and I think 3detached our own street.
A neighbour enquired why her house is up a band she was told by council that in 1991 it was classed as a deprived area. if that was case why did they in 2008 put be back in a lower band?0 -

Then why lower my council tax band when I appeal and increase it when I sell, nothing has changed. Its just another way to extract more money when services have decreased for many places.
I thought property only increased when you increase the size of the dwelling, or house of multiple occupation, neither applies to me.Nothing sneaky about it, it's always been a key aspect of council tax legislation.0 -
The VOA have a legal duty to ensure the list is correct, this includes a duty to correct any errors in banding. They themselves have no financial incentive at all in what band the property is in.I thought property only increased when you increase the size of the dwelling, or house of multiple occupation, neither applies to me.
Sounds like they decided the valuation was close to the band boundary and so they allowed it to be dropped down a band on appeal. When the property was sold the new value pushed it back up in to the next band.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals.
