I am disabled and have parked in spires Barnet car park for the past 12 years. 4th August I left Barnet hospital after having scan for IBS and was caught short so parked in spires car park disabled bay, displayed badge, and rushed to the toilet. 12 minutes later I returned to my car to find a parking ticket. the attendant advised me that Legion Group had taken over and that ALL had to pay for a ticket £1 but as a disabled driver I could stay for 3 hours. I argued that I had only been 12 minutes and that I have NEVER had to pay, especially £1 for 12 minutes. Was informed that this was a private company not council and had to pay. DO I HAVE TO PAY they are now sending DRP collections threatening legal action.

you only have to pay if a judge says so
put a strong complaint in to PALS and the TRUST and inform them that if they dont get it cancelled you will counter-sue under the Equality Act 2010 because they are obliged by law to make "reasonable adjustments"
lay it on thick
their new signage should have left you as a disabled person in no doubt as to the rules when you parked up, with a sign in front of the bay in clear view of the driver
GRACE PERIODS also apply (clause #13 of the BPA CoP)
oh , and IGNORE drp , they are powerless
do not contact drp , do not phone drp, do not write to drp, just IGNORE drp

They think you do. A judge might think otherwise.
Have you read the stickies? Are you familiar with the Equality Act? If not read them both.

The OP had left the hospital, Spires Barnet is a shopping centre.:)0 -
never was good at geography , lol
in that case no idea why they mentioned the hospital as its not relevant
but its the same complaints but to the Managing Agent and/or landowner of this shopping centre then
