Rbs refusing to pay people ppi refunds

I am writing on behalf of me nan. She got a phonecall from a claim management comapny who she signed up with. They have given her sum money from capital one but they have said that her PPI won't get looked in to by anyone for her natwest loan bcause it is not her sending them information herself.
i said id do it but the claims company said rbs has said she has to do it herself, is this right? why cant i do it for her? the company has said that they have told all their customers that they can't help them with their rbs or natwest complaints because rbs and natwest are refusing to pay ppi refunds?
has anyone else heard this?
