This will have been ParkingEye's standard "non-POFA" rejection letter.
The Frequently Asked Questions section at the back of ParkingEye's standard "POFA" rejection letter answers the question "I wasn't the driver, therefore I will not be paying the parking charge?" by explaining all about keeper liability under Schedule 4 of POFA.
Your niece will notice that the FAQs section in her letter does not include this question.
ParkingEye's letter should have included a POPLA Code. Your niece's next step is to compose her submission to POPLA (as keeper) and making ParkingEye's non-compliance with POFA the first point.0 -

if so , draft a popla appeal based on recent ones with similar issues , ESPECIALLY THE POFA NON-COMPLIANCE ISSUE0 -
