                    I am hoping for some positive advice please on the validity of tickets from Parking Charge Notice TSP Car Park Management Ltd
Last year when visiting a new boyfriend (not even boyfriend at that time) I paid for a ONE TIME permit to park outside his apartment.
I had to phone them in person and explain the situation as the website was flawed (asking for parking bay numbers that don't exist) and they informed me that the permit I eventually paid for was forever not annually.
When the permit didn't arrive I called again after a neighbour asked where my permit was. They informed me that they are sent from a third party and it will arrive in due course. It never arrived.
I then forgot all about it and went about my business for over a year not giving it a second thought as I had a receipt for the permit and had been assured by them it - was in the post- .
Then I received 3 tickets in 3 weeks, (last month - Sept 2017) (15 months after speaking to them outside the apartment, paying for the permit that I never received and chasing it up to be told it will arrive)) stating that I was not displaying a permit so ALL THREE notices charging me for not displaying the missing permit.
Explaining this to my boyfriend he said it would be ok as he had lived there for three years and neighbours explained to him that TSP cannot fine as no designated bays specified and he assured me it was ok. The explanation for this was that TSP management are there, not to control tenants and visitors but so that people don't park for free whilst shopping.
This still concerned me so I emailed TSP and asked for proof of delivery of the permit they were fining me for not displaying. At which point they got muddled and said I had ordered the original permit two years previous, so why was i only now discovering I didn't have it.
What a joke. I didn't even have a driving licence at that point.
After few emails back and forth trying to establish why they couldn't prove they had sent me the permit in the first place, I bought another (one time only) permit for the same address and informed them I was willing to do so as I had never wanted to park anywhere illegally without the correct authorisation.
This time, in hindsight, I asked them how I can this time prove they have posted it out (as i obviously didn't receive the first one).
They said they would send out another permit (after paying for it again, although they originally said I would only ever, in a life time have to pay ONCE and not pay an annual fee) and that they would send it special delivery by royal mail which requires a signature.
They said they would send to the address where I park, but they would not send to my billing address. I obviously have control of post that comes to my billing address but I have no control of the letter box where I needed the permit, which obviously explains why I didn't receive the first one last year.
A long email conversation ensued, explaining to TSP that:
1. I don't have access to post received at that address
2. They had given me a time restriction from ordering, paying and displaying the permit
3. Royal mail could hold the permit at the sorting office if no one was at the address where I park to sign for it.
They did agree to send the permit to my work address so I could receive promptly and display it. Great . This happened and I thought that was the end of the matter until I received further postal notification at my home address chasing increased amounts for each of the three tickets they gave me outside an apartment I had previously purchased a permit for.
They ignored the requests for proof of delivery, initially telling me that I had bought it TWO years earlier, and thus questioning why I was only just bringing it to there attention.
I am at my wits end as I did everything I was required to do and and getting no where. The advice I have previously seen online is that I should not contact them directly about these charges as that accepts liability and i will have no choice but to be saddled with these charges if i cannot pay. Any one of sound mind should realise that if my registration number has paid previously for this permit displayed or otherwise) I should not be given 3 tickets in an 18 day period when i am parked directly outside the property for which I purchased the (missing - undelivered ) permit.
Please does anyone have advice on what I should do next.

            IPC member so you wont get any sense out of them or the IPC
 I would ignore their letters and not pay them
 that way if they wish to pursue it further they would have to issue an LBC and/or an MCOL under the new CPR protocols that came in 3 weeks ago
 then argue your case before a judge , only paying if a judge decides against you
 once a judge makes the decision , its final (subject to any allowed appeals by either side)
 they have 6 years to try a court case in the small claims court0

 Come back of they try a small claim (covered in post #2 of the NEWBIES thread and the only time to really act).
 It's defendable no biggie. Stop reacting. You will not get any sense out of this industry, but nor does anyone here pay them.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
