VCS reduced settlement charge

The parking permit was, after signing the above contract from post 6 with the landlord, presented to me enclosed with the following document from VCS.
1) I did not sign it
2) I did not agree at any stage to explicitly enter into a contract with VCS
3) The first I knew of any association with VCS is when I opened an envelope to find this letter with permit disc attached

This is the email I received from the landowner today after they emailed me yesterday saying they would "squash the fine."

AND THE CLUE IS

Get it in writing so you are ready to show a judge.
THEN, all the residents get together to remove the scammer VCS

Dear landowner,
No, it is not OK.
Perhaps you could signpost me to the parts of my property lease and/or the car park permit contract itself, where there is:
- any obligation to display a permit at the risk of any 'fine'
- any contract formed with 'VCS' (who I have never heard of)
- any mention of parking charges at all
- any mention that any other terms (e.g. on signs) forming part of the contract.
I have never entered into any agreement with VCS. Clearly I have primacy of contract at this location and a right to park.
It is astonishing if you have entered blindly into some sort of agreement, clearly without any due diligence into the conduct of that ex-clamping firm. If you have signed up top some sort of contract with VCS, you have my sympathies (good luck extracting yourselves from that agreement) but that remains your business alone. Any failure in bad contracts you make with other companies creates no contract that I am party to, nor any liability on my part to pay any monies over and above those set out in my lease agreement and the car park permit contract.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
