Room has been lined can I paint over it?

I removed some really horrendous wallpaper in the living room but was careful to not take the lining paper off too.
The lining paper appears to be in good condition; although it is dirty and has wallpaper paste on it. Can it be cleaned and painted over? I rather not have to remove it and line the room or again and I doubt the wall would be in good enough condition to paint.

You can try. Sometimes you will see bubbles in the paper when it is wet with paint but these dissapear when the paint dries.0

As above ^ the paper may bubble and look horrendous until it dries back.0
