Rightly or wrongly, being self employed and not earning minimum wage as a full time worker is deemed to be personal choice when benefit entitlement is calculated. That's why the assumption on income has been made by the council. I think the same assumption is being introduced on some other benefits as well.
This minimum income floor rule is included in UC.

I don't claim UC but my business has been going for 3 years fairly steady but I am below the assumed threshold (which is a possibility)
We don't all work 35 hrs per week is my point, it is only a slight discount for my HB as I do not own my own house.
Can you not then increase your hours so you don't need HB?It's nothing , not nothink.0 -

If you don’t make minimum wage then is your business isn’t viable.
It’s best you get a minimum wage job & you won’t need so much state support.
Bit cheeky but I'll bite, state support is what its there for, I'm not a dole bum, Father of 4 and don't claim any other benefit bar a small portion of HB, who's fault is it that my rent is so high? Local council setting the rent and rates.
Tax relief , police, NHS and the fire services are there for a reason too, or is that also state support??

Does your partner work? If so how many hours? How much does she earn? Is she an employee or does she work with you?

The answer about HB seems to indicate that they do notadopt a minimum earnings threshold for self employment.
However, I believe East Devon do adopt this for council tax reduction.
Perhaps you misunderstood and the minimum earnings threshold will only apply to council tax reduction and not HB.
Could you telephone and ask them if HB and CT are calculated differently as regards being self employed?0 -

Yes state support is there for those who need it.
But why should you choose to run a “business” which earns you less than the minimum wage & tax payers subsidise it.
All self employed returns for anything should be set at minimum wage as a minimum, if you’re not earning than go & get a job.0 -

What about the tax credits and child benefit your partner claims- that is benefit that your family get.0
