Help with sign wording

Hi all,
I was hoping to get some thoughts on the signage in use. Some have said that the wording is forbidding but I can't see anywhere that parking is explicitly disallowed. One thought I had was that it appears to only address permit holders and therefore only permit holders can be contracted with.

yes it appears to be what you say , contracting with permit holders only , and offers anyone else parking for a charge of £100
so if we assume there is no contract on offer , then its forbidding , so anyone parking there is trespassing and so the landowner could take them to court for trespass for a nominal sum
but that is just my opinion, I am not legally qualified to give you a definitive answer0
