You should fit the thermostat at the core of the house, which is normally the downstairs hallway.
Why, For most homes the hall is the coldest space in the house, heating it is a waste of time and money as it needs the heating to run longer than is necessary. The best place for the stat is where you spend most time, the living room. This is where you will get the most benefit from it. The living room heats to the desired temp only.

When is stat is fitted in a hall it's often a large space that has stairs so it can be expensive to heat and meanwhile because the hall is keeping the heating on the living over heats.

You can add zones to the system using stats at different points in the house, so if you are downstairs for instance you can keep the upstairs cooler until you need it. You can easily add zone valves where you want to separate the heating.

How many radiators do you have?

There is 9 rads on the system, its the 2 furthest from the boiler which don't get hot.

I have decided to swap the TRV from living room to hall and have the living room rad as the heatsink. Installing a Hive in the living room should turn it off when the room gets to desired temperature.

I will then balance the system.

Can't do anything about the 10mm pipes under the floor, I would love to get the floors up and replace them all but can't face the disruption of having the carpets up and holes in the floors for days, the wife would blow a fuse.

If you are going to get Hive, the thermostat is wireless so you can move it anywhere you like.
