For housing - call round local housing associations. Then call the council again to see how your application is getting on & ask what will happen if you get evicted.
Get on the debt-free wannabe board to get help sorting out your debt problems.
Also try the benefits board to make sure you're claiming everything you should.

Firstly please duplicate this post (if you haven't already) on the DebtFreeWannabe board where you can get help for your financial situation. Something doesn't sound right about it (sorry, but that's just my opinion). Who is the Debt Management Plan with? because if it isn't one of the big two (?) charities then get out of it and swap over to one of them.
Housing wise (which is what we are here for) why are you all living together? I don't know how it affects your chances of a council house but you are trying to house 3 generations in one house and I don't know how councils treat this (bet it varies though). Is you mum's condition chronic or temporary? Also, how will the council treat you if you get evicted? Intentionally homeless, or are they more understanding?A house isn't a home without a cat.
Those are my principles. If you don't like them, I have others.

Sorry things are so bad at the moment.
Are you absolutely sure that you are getting all the benefits that you are entitled to? Do you receive Carer's Allowance for looking after your mum? Does your mum receive an Attendance Allowance or Disability Living Allowance?
If not, get yourself down to the Citizens Advice Bureau and ask them if you could qualify for these allowances. They can also help fill in the forms.
Sorry, can't really advise you on your housing and debt matters, but I hope you get some good news soon.0 -

Try not to panic, you have a child and a sick adult in your household, I'm sure that there'll be help available.0 -

Are you sure you're stuck with GP for five years - or is it that you've agreed a five year repayment plan?
If you can get away from GP, you should do so. Payplan, CCCS, National Debtline and CAB will help you with a debt management plan for ALL your debts - for free!!!!
