    Chappers is right (and I was wrong! :o )
    Don't touch the red tap, you need to open both ends of the silver 'filling loop' so my plumber tells me.
    He also suggested buying a new loop!

    It doesn't look to me like the filling loop itself is the problem. Somebody has nicked the handles off the valves at each end.

    I'm sure new valves are cheap, it's the fitting that will be tricky, as the system would need draining, at least partially.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    The left one hasn’t got a handle as it’s just a non return valve, you will only need to change the right one, which you will just need to turn the water off to do.

    It looks like the valve in the picture will just turn with a screwdriver. Failing that, pop into your local plumbers merchant and see if they have any spare handles, if not, they are only about £4 for a complete new one, just buy one and use the handle from it.

    You should be able to use an adjustable spanner or grips on the filling loop RH valve. The LH probably has a screwdriver slot on it. Filling loops should be disconnected after use (in theory).

    I'd be checking pressure vessel is pumped up to correct level (1 bar?) before re-pressuring the system with water.

    If having to ask such a simple Q here, ideally get the system serviced by a Gas Safe person asap?
  • Any good plumbing merchant will have the valve taps required, for the braided filling loop - not always supplied. Screw fixes them, as previously mentioned. Interim, open with small spanner/adjustable spanner, slowly - opening this way, incase one ends already valve opened.

    Once water flows; you'll hear it, watch the pressure build to that no more than 1.5 bar. Shut valve ends, bleed rads if required.

    fire up boiler.

    Importantly, make sure a carbon monoxide alarm is fitted in the same room as the boiler, preferably slightly higher on the wall adjacent.

    Get it Gas Safe checked too.

    One of these handles might fix onto the RH silver valve with the screw you found on the floor (from Screwfix at https://www.screwfix.com/p/washing-machine-valve-without-check-valve-15mm-x/51231 or Amazon https://www.amazon.co.uk/Washing-Machine-Valve-Straight-Handle/dp/B00BML9T62. I'm sure I've seen handle-only packs at B&Q, or Homebase, or similar, so a look there may be worthwhile.....)

    The previous one probably broke off 'cos it's plastic...
