14 or 28 day appeal?

Hi all,
Im looking for some advice on whether to do a 14 day or 28 day appeal.
The vehicle was parked in a railway car park. A ticket was purchased for the correct amount but fell off the dashboard. The ticket has vehicle reg and time of purchase.
I can appeal (as keeper) within 14 days to protect the reduced rate through the appeal process or wait until say day 26 and appeal (again as keeper) then and go through POPLA and then the debt collector/solicitor letters.
In this case as it is clear and obvious that a ticket was purchased, is it worth doing the appeal within 14 days? Or would this just give Indigo an extra 2 weeks? I would prefer the 14 day route as I would prefer this to be thrown out nice and early, but Im not sure what Indigo's track record is?
Views would be appreciated.

I've done a fair bit or research here and elsewhere and if feels as though the 14 day appeal should be designed for someone like me. I SHOULD be able to use that and just get rid of this thing.
Incidentally I found this timeline on pepipoo which was useful to help me understand the aim here and thought it worth sharing:
Notice to Keeper earliest arrival : 4 weeks Total : 4 weeks
Deadline to appeal : + 4 weeks Total : 8 weeks
Indigo reject appeal : typical + 1 week Total : 9 weeks
Deadline to appeal to POPLA : 4 weeks Total : 13 weeks
POPLA decision : + 4 weeks minimum Total : 17+ weeks
Indigo allowed to resume : 4 weeks Total : 21+ weeks
Debt collector first deadline : 2 weeks Total : 23+ weeks
Debt collector second deadline : 2 weeks Total : 25+ weeks
Solicitor first deadline : 2 weeks Total : 27+ weeks
