So the keeper of our car just received a fixed charge notice from Napier Parking for going over a few minutes over the time limit on my ticket (because of dealing with my son who is less than 5 months old and had a bit of drama while out). This is the first letter i've received as there was no windscreen ticket. I've read the newbies sticky post but im unsure about the appeals part.
Do I appeal directly to napier parking first using the template in the sticky then the IAS or just directly to the IAS first?
Napier are part of the ICP group not BPA going by what their website says.

The first letter, PCN, is effectively your Notice to Keeper (NTK).
The sticky if you read carefully wouldn't advise appealing to IAS (2nd stage appeal) as it will probably be fruitless. They say to send the specimen IPC appeal letter directly to PPC (Napier).0 -
Send the black IPC template from the NEWBIES to Napier Scammers Inc. Copy and paste and send.
The NEWBIES tells you not to appeal to the IAS except under very specific circumstances.
You should edit your initial post to remove any incriminating evidence that suggests the identity of the driver. Only ever refer to The Driver and The Keeper. I don't know if it is relevant in this case, but breastfeeding mothers have protected characteristics in accordance with the Equality Act 2010 who should be allowed extra time for breastfeeding.
If that was not the reason for any alleged overstay then forget I mentioned it.
What was the date of the alleged event, and the date the keeper received the NTK please.
