Help 2 Buy to Lifetime ISA Error

I had a help to buy ISA in tax year 2016/17 and back in April earlier this year I wanted to move the £4000 saved into a lifetime ISA with Hargreaves Lansdown. Long story short, after double checking I filled out the right form - as the form didn't mention LISA anywhere - I was assured it was fine and inevitably the money ended up in a general stocks and shares account :mad:. I have since been trying to get Hargreaves to move the money into the correct LISA account which won't affect my 2017/18 LISA tax year savings. I have explained this to them and they understand the error which has occurred and they have chased the HMRC. After multiple chase up emails they still have no definitive answer.

My question is, who can I contact? I've spoken to the ISA helpine at HMRC and they don't have a clue. Does anyone know if it's even possible to move money into a LISA account but file it under the 2016/17 tax year so I get the double bonus come April 2018? I'm already past the halfway mark of the current LISA tax year allowance :(
