hi all sorry for posting on this thread, i have read the newbies thread, so please dont bash me for posting my question here :-)
8th of september received windscreen pcn from uk car park management, ipc member NOT bpm (despite what it said on the ticket).
followed advice from forum and waited for notice to keeper to arrive, my question is the advice says to post the template reply to them but im not sure where to post it to, do i post it to appeals & enquiries or to payments & collections or to customer services?
also newbies thread says that in the case of windscreen pcn then POFA paragraph 8 applies but the NTK/ formal demand letter has quoted keeper liability under paragraph 9(2)(f) of POFA, please could anyone clarify more me.

    probably corporate members of both , but use the IPC IAS for disputes and appeals, as you rightly say

    well done for starting a new thread, I have only just had CRABMAN tidy up that NEWBIES thread to remove all the incorrect postings in it that cluttered it up and caused post numbers to be all over the place

    IGNORE the windscreen ticket (the driver received that one)

    use the black text template and use whatever means they describe in their postal NTK to appeal as KEEPER in your reply

    so follow what the NTK says to do, using that template for replies

    if they say use their website , do so, as keeper

    if they say post it , use the details on the PCN NTK you received to reply

    you must do it their way, so whatever the postal NTK says

    ps:- if the NTK arrived between day 29 and day 56 , they followed that part of POFA2012, even if the details on it fail POFA

    Was this residential car park or a commercial (shopping park) car park?

    If the former, you need to also check leases etc. and complain to the Management Agent.
    If the latter, you need to take receipts back to the shop and complain to the shop manager.

    In both cases if and when you get knocked back come back here for advice.

    If we know where you got the PCN we may be able to help as often we see PCNs on here from the same places and can advise what did and didn't work.
  • thanks for the replys redx and safarmuk, the original ticket had member of bpa and ipc but when i checked the two sites i found that they were only members of ipc. this was back up by the ntk they sent which only had ipc membership on it.
    The question is the letter has addresses for three different departments:
    appeals & enquiries
    payments & collections
    customer services
    and no email address.
    i have copied and printed the reply from newbies thread, but not sure which of department to send it to.
    safarmuk, the car park is both residential and commercial, although none of the residential parking bays were parked in or obstructed by the driver, the car was actually parked in the area of the carpark that didn't have any form of bay.
    so if somebody could let me know which department i need to send the reply to as i don't want them to pretend that they haven't received any reply from me.
    sorry if im sounding a bit thick lol

    its an appeal

    so option 1

    take the letter with the appeal inside it to the P O Counter and ask the counter staff for a free Certificate of posting (to prove it was posted)

    keep the receipt safe , with a copy of the signed and dated appeal
