Fund them from income, if you've got it spare, or fund it from cash in standard savers, or current accounts paying less interest, or even the same interest. (since you can only save so much each month, it's better to keep paying in the maximum, and run down the current account. The current account can be replenished with a lump sum if one becomes available.)
If you spread opening RSs over the year, they mature over the year, and the maturity proceeds can then be spread across the existing and replacement RSs.
ETA: If you open an RS near the end of a month, then change the payments to the beginning of the next month (if allowed), you get nearly a month's worth of extra interest on the whole amount saved, and may be able to deposit a thirteenth payment.
