Possible PPI claim from around 13 years ago

I hope someone can point me in the right direction to my query? But apologies if this question has been posted a million times!
I wish to inquire if I've ever been mis-sold PPI. Firstly, from car finance that was taken out in 2004 & finished in 2008/9. Do I go to the lender of the finance i.e. Black Horse (I think), or my own bank, NatWest?
I tried to do this sometime ago but got confused & time went on so I haven't pursued it any further. I contacted Black Horse who stated that because it is now a closed account, I would need to contact my bank to ask them to check their 'closed account' records?
The other claim consisted of a bank loan around 10 years or so ago. The bank advised me verbally over the telephone that I was not paying PPI, bit I feel I need to re-visit this & get something in writing. Needless-to-say, I can't find any paperwork!

Most car dealers were not regulated until January 2005. So, a purchase in 2004 is pre-regulation.Do I go to the lender of the finance i.e. Black Horse (I think), or my own bank, NatWest?
