Ex-council van HPI?

I'm flirting with the idea of buying an old ex council van. It's just come out of auction, and that's most of what I know about its background.
Should I still go and buy an HPI check for it? Or do councils generally pay off any finance?

Councils tend to purchase their vehicles outright. As they will purchase a number at once, they get them for a huge discount, so no finance worries.Never Knowingly Understood.
