Single PCN multiple Debt Collectors

I received a letter from "The Financial Enforcement Company" on September 5th 2017 regarding an unpaid PCN in Cardiff issued by New Generation Parking Management. I had not received any letters from New Generation Parking regarding this so I emailed the debt collection company stating this (I appreciate this may now have been an error). Then on 26th September, I received a similar letter but this time from ZZPS, which I ignored as per recommendations from others, but then received another letter saying they will pass on the case to "our own solicitors, QDR Solicitors Limited". Am I right in thinking that a solicitor cannot act on behalf of debt collectors and only the PPC? Also are there any legal problems with New Generation Parking using 2 different debt collectors for the same PCN. To clarify, the PCN is still active and payable on both ZZPS and FEC websites (I have not paid) and that I have received 1 letter to FEC and 2 from ZZPS.

only the PPC or their legal representatives (usually solicitors) can pursue the alleged debt in court
debt collectors just send toilet paper , as you have already found out
2 items you must respond to
1) an LBC from the PPC or their solicitors
2) an MCOL from Northampton CCBC0 -

You are dealing with scammers, they are trying to extort money from you so they try anything they can dream up.
The Financial Enforcement Company is actually the same company as New Generation Parking Management, so they were trying to double charge you, and some will fall for it because of the intimidating made up name!
Some think this may be fraudulent, they were certainly using the term "Debt Recovery Bailiffs" on their letter heading last year, I certainly don't think that was true and their website is a little light on the truth too!
Their impressive looking office address in Canary Wharf is just a mail drop virtual office.
As for looking as though they are using two Debt Agencies yes another part of the scammers tool box.
Don't fall for their scummy tactics, but NGPM do try a punt at court so watch out for real court papers, I believe QDR, who are also debt collectors as well as solicitors are an offshoot of Wright Hassall.
See how all these scammers interlock to prise money out of people?
They actually don't even want you to pay the initial PCN otherwise all these other bods don't get a bite out of your wallet, it's disgusting!0
