Not a lot wrong with it imo.

Except that they use the dreaded "f" word near the end of the article.
What part of "A whop bop-a-lu a whop bam boo" don't you understand?

It is a word most people associate with such events. I have been known to use it when dealing with incognoscenti.

    There's lots wrong with it.
... for a contract to form, three main elements must be present ...
    .

No, there are four main elements, the fourth one which he has omitted, is that there must be an intent to form legal relations. This is why informal financial transactions between friends and family members are not generally considered to be enforceable contracts by the Courts.
My argument, which as far as I'm aware, has not been tested in court ...

He is trying to say that Beavis would not apply in a P&D car park. But many cases have been decided against the motorist in such circumstances, the counter argument being that the penalty deterrent is necessary to deter motorists from underpaying, or not paying at all.
Most fines will go to the Small Claims Court. However the firm may threaten/use the County Court ...

The so-called 'Small Claims Court' doesn't actually exist. All civil claims go through the County Court, and if the sum being claimed is below £10,000 it is allocated to the small claims track.

I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.

No Mr C there is not. He has made some minor, mainly inconsequential, errors in terminology, but his readers are not sitting law exams.

He is informing them, in simple language, what the legal position is, and has done it well enough imo. Horses for courses!

Please note, this is not an assertion but an opinion.
