Try expanding your question a bit, when you say she cancelled it do you mean she had a policy cancelled by the insurer for some misdemeanor?0

The car was scrapped so she cancelled the policy. Now the insurers are saying she has had a claim made against the car. The new company need to see proof there hasn't been a claim made but the old company are refusing to send a copy to them. Baring in mind she has only been driving since February this year.0

You're drip-feeding us information here. Why was the car scrapped? If it was because of an accident, then the insurance companies want to know about that even if you have no intention of making a claim.
And why not just get a quote from the old insurance company?If it sticks, force it.
If it breaks, well it wasn't working right anyway.0 -
The car was scrapped because she didn't know what she was buying and it would have cost her more money to repair it than the car was worth. Her old insurance company now want £7000 to insure a new one. She is only 21 and only been driving since February.0

So, there was no accident or hint of an accident? You will then need to chase up her ex-insurer and ask them what claims they have against the car. Assuming it is an error then it should be easy enough to fix.
Get her to call them and ask for all the details. Until it is sorted I wouldn't be trying to insure her at the moment as you are likely to encounter the same problem.0 -

At the risk of mentioning the obvious, have you tried the comparison sites?
If there has definitely been NO claim then enter all your details accordingly.
Has she already bought the new car or simply looking around - if the car has already been purchased then you have few options but if not yet purchased then you have loads of options.

It also depends what the new car is. Her insurer may be one that takes a particular dislike to certain driver age/car combinations and therefore simply do not want to insure her. She will find a boring larger car more easy to insure than an apparently more suitable car that has a poor claims history with young drivers (Corsas and Puntos being infamous).
I find it very odd that the insurer will not share the information, the insurers almost routinely share claims history, so I would suggest that either there is a mis-communication, or raise a formal complaint against the original company - they may reject the complaint but you will then have something to go to the ombudsman with.
The insurers may also believe that the scrapping of a car for repairs indicates that it is an unreported accident rather than mechanical failure. It may be worth checking, and if possible it may be worth getting the garage that quoted for the repairs or did the scrapping to confirm it was scrapped for mechanical rather than accident damage reasons.0 -
I like IanMSpencer's answer. Raise a complaint that they have falsely registered your daughter as having made a claim, when she hasn't.
If they have recorded something on the insurance database, then that may prompt them to remove it. If not, their response should indicate that there was no claim, and you now have it in writing.If it sticks, force it.

Who was it that scrapped the car?, when exactly was the policy cancelled? and did your daughter send of the V5 to the DVLA to inform them of the vehicle being scrapped?
If your daughter simply gave the car to someone who said that they were going to scrap it, they may not have done so and it's possible that it went back on the road.
If the car was involved in an accident and insurance policy that your daughter had for this car hadn't been cancelled, a claim could be made against that policy.0
