Help with V5C

So my grandson has had a lot of problems with his scooter and took it off the road, telling the tax people. He was then approached by a couple of young men who offered to buy it, he said OK and took money, they pushed it away, but he couldn't find the V5C for them.
He does not know their names but knows roughly where they live, he has tried to contact them as he has found the V5C.
I said he must send the sellers bit off straight away but can he do this without knowing the buyers name and exact address?

I didnt send mine off, so long as the buyers fill it in, it will be ok.
If they dont fill it in, he will get the fines and speeding tickets.0 -
He still has the whole thing! I think the lads who bought it have no intention of taxing and insuring it as they know there is little risk of being caught round here. No cameras, and no police just a PCSO car drives round occasionally.0

Email the DVLA and ask what you should do. They replied to me this week within a couple of days on another query I had.

I'd suggest he contact the DVLA and inform them he is no longer the keeper of the vehicle.
I've done this before when a car I sold (and sent off the V5 for) was still shown registered to me, I no longer had the buyers details nor V5 so just sent a letter, I received a letter back as confirmation I was no longer the RK.0 -

All sorted, DVLA said send the complete V5C to them with a covering letter. I asked them to send confirmation that he is no longer the keeper to him.
