Initial charge across different platforms for the same fund

Fund: Vanguard FTSE UK Equity Income Index Fund Inc
Hargreaves-Lansdown says initial charge 0.40% (http://www.hl.co.uk/funds/fund-discounts,-prices--and--factsheets/search-results/v/vanguard-ftse-uk-equity-income-index-income)
Charles Stanley Direct (who I am with) says: initial charge 0% (https://www.charles-stanley-direct.co.uk/ViewFund?Sedol=B5B7468) and also the KIID also states the same (CSD link me to: http://documents.financialexpress.net/Literature/80595137.pdf)
Is this a normal thing for different platforms to be charging different initial charges?
I know that some platforms will rebate some charges, but the documentation seems to be coming from the fund house itself - not the platforms.
Just trying to understand how the industry / funds charges work.

The page mentions that the initial cost will be 0.4% as a stamp duty charge. Although I am not clear on why. These don't apply to OIECs or unit trusts. They would apply to ETFs and Shares, and would be 0.5%, not 0.4%.
If you have an account with HL, best bet is to ring them up and ask.0 -
I think HL have made a mistake; there is no Entry Charge levied by Vanguard for this fund.0

I frequently see errors in platform summary data, even Trustnet etc are not immune, you should check the provider factsheet as a matter of course, even the KIID will be more reliable0

I've been looking at Alliance Trust and on a small number of funds they have an 'ATS Initial Charge' which I can't find an explanation for.
The only thing I can think of is that those particular funds are still charging an initial fee and the ATS charge refers to that even though there is a separate column for the 'max initial charge'.0
