Council parking ticket - disabled bay

Wife was out with her mother who has a blue badge. Parked in disabled bay.

For whatever reason, they had blue badge with them but didn't display it properly - and got ticket.

I send letter to council with proof of badge etc but they disallowed the appeal. Appreciate the letter of the law says you MUST display the badge properly, and appreciate they need to be strict but this seems a bit tough.

Wouldn't normally council be a bit more lenient in cases like this?

Is it worth making a formal appeal? (it would be £70 not £35 then I guess).
