Post office accounts closing?

I am looking for advice regarding the closing of all post office accounts used for the deposit of benefits.

My friend is a pensioner and can not go further than he does at present to collect his pension.
He has a Natwest Account which his benefit will be being paid into since the post office is cancelling this. The issue is, its some distance from where he lives now.

Does anybody know if you can get monies paid from the counter at the post office. I no there is the option of a cash machine (hole in the wall) but he is very old fashioned and has only just got to using chip and pin in the post office?
