A LBA will have no effect on a company the size of PayPal.
I've no doubt they'll shrug it off but if they don't respond then he'll need to follow through and take them to court.
It's also worth considering whether it's less hassle to pay your sons debt, get the money back and get your son to pay you in instalments. Depends how much you wish to support your son or brush it off as his problem, his issue to fix it. Reason I say this is currently Paypal believe they've effectively got the money locked in your account. If you take that avenue away from them they're likely to take your son to court for that kind of sum.0
