You need to apply for a Discretionary Housing Payment to cover your arrears.

CAB would help you complete this form if you need help.
Once you have your PIP decision letter don't forget to inform the council and Income Support that you are now receiving PIP.
Also. make sure you inform your landlord that you are applying for a DHP.
