Is there any way to import contacts saved as a CSV in windows live mail to windows mail?

I had a quick Google and it seems that it's not a straightforward task. Consensus seems to be to use a Gmail account to get them in.0

Do what I did ... Google for windows mail import csv contacts. You'll find a procedure whereby you can import the CSV contacts into Gmail, then link the Gmail account to the Windows Mail app and that should bring the contacts in.
I have not tried this as I don't use the Mail app.0 -

it's almost 2 months later but thought I'd share. I faced a similar problem. I could not get my Yahoo mail contacts to show up in the Win10 mail app. To resolve it I created a Gmail account (which successfully imported all Yahoo mail folders PLUS all contacts). I then used the built in 'add account' feature in Win10 mail. Once I did that all my contacts were accessible in Win10 mail. I noticed they are also listed in the Win10 People app. In summary, I could not get Win10 to import my Yahoo contacts list, but Win10 mail seems to have no issues with GMail. Hope this helps.

Edit: and if you read further you'll find people saying that Gmail allows you to import contacts from CSV.0
