Dead Grandmothers Care bill

My Grandmother died last year.

After a about a week after she passed my mum who is quite old herself at 71 received a letter from the council stating she now owed them £3500 for the care that the council failed to take from my grandmothers bank account.. Which was over a period of time.
I called the dept back then and advised there was zero money left in my grandmothers bank after the funeral was paid.
We was told they wasn't going to persue it.
Now on Friday my mother received another letter.. A year later chasing her for the £3500
She is now frightened.. And she has been in tears all weekend

Can they do this?

    No they can't. Only your grandmother's estate would be liable. The debt doesn't pass to your mother at all

    That's what I thought.. But they don't seem to give up..
    Feels like they are now harrassing her.
    Even now changing the name on the debt to my mums

    There wasn't any Estate.
    She only had a bag of clothes to her name
    And lived in a care home
    There was absolutely nothing.. Once the funeral was paid off.

    I would contact the council again. Have you got a copy of the final statement from your Grandmother's bank account - to prove to them there is no money for them to claim?

    You need to make an urgent formal complaint to the council on your mum’s behalf. Either visit them or put it in a letter not a email. Also worth involving your local councillor.

    Do you have a local Citizens' Advice Bureau? They come across your situation a lot, and will have the correct contact names and numbers for you to call/write.

    I live 100 miles from my mum.. So quite difficult for me to get into the office.
    On Monday I will start my defence against them.
    Even local paper!

    Contact your GMs county councillor (the one that represents the area the care home is in) they should be able to put a stop to any more demands.
