Natwest Safe Custody

If anyone still has this, do Natwest charge in advance for the year (so you've paid up) or after the year is over (so time used)?
Natwest are closing a lot of branches where I am and my parents had a safe custody box.
After withdrawing the item because of the forced closures, there is a random charge on my parents account. They were already charged in Nov 2016 so really, I'm just asking for some clarification. Thanks.

It looks to me as they have forgotten to cancel the charge when the box was withdrawn (or they have another parcel there?).0
