Damp in corner near window

Hi,
Anyone any idea what might cause damp in the corner of the window (where it meets the sill) and a sill that appears to be soaking up water. There's never any evidence of condensation on the window or sill. Prob will need to get some out to look at it I suspect but just wondered if there's anything I can try.

I’ve got a similar patch in my house. My guess is it’s caused by condensation forming on the wall behind the plaster. Mine is on the basement stairs and the coldest and most humid bit of the house. The previous owner didn’t heat or ventilate enough. Since I’ve moved in it’s not got any worse.
Just a guess though. Will be interested in what others say.0
