Blocking up kitchen door

hi, my OH wants to get some work done on his new place, one of the jobs hes thinking of is blocking up the door from the kitchen to the garden to give more counter and cupboard space, there is a conservatory right next to the kitchen with doors to the garden. Does anyone know if he would need some sort of permissions or anything and what would he need from the builder if he was going to be selling in a few years?
