Cycle to Work Scheme

Situation:

I signed up to a cycle to work scheme with my former employer in June 2017, having gone through the process I signed a contract electronically however I never received a copy of the agreement or any form of voucher at the time or since then.

I followed this up with the issuing company of the voucher in August 2017 with no response, to either where the voucher or about canceling due to upcoming change of circumstances.

This then slipped of my radar and I have since left my previous employer, to find out that my final salary was not paid due to amount outstanding on hire agreement.

Following on this I spoke to the issuing company as well as my former employer; issuing company have advised refund is possible if former employer agreed. Former employer insists refund is not possible and wants to reissue a new voucher to me.

Where do I stand? Voucher is no use to me. As journey is not possible on a bike.

Is former employer wrong to now only offer me a voucher as scheme is tax offset.

Are they obliged to give me a refund?
