Santander PPI refund

I recently received a letter from Santander about claiming back he commission on my ppi which I was mis sold years ago. The loan I took out was actually with Alliance and Leicester who are now Santander. Anyway I rang the number and to cut a long story shirt was told that in October 2014 I was offered £3423.43p for the mid selling of my ppi, I have never received this letter and would have obviously accepted if I had and numerous times I’ve rang and been told that they can’t find my account as it’s an old A and L account. They have now re used the offer letter to me and I have to accept it and return it and apparently the payments team will want to know why I never responded in the first place (never received and have tried to get in touch several times over the last few years and always been fobbed off) just wondering has this happened to anyone before and did they get the refund? Also will it be subject to 3 years more interest?

Obviously, the interest will continue to accrue until your redress is paid to you.
