iTunes no longer working the same with iPhone apps

I just updated my iTunes as i got that notification saying there was an update.
If it aint broke don't fix it certainly applies here.
After i updated i get message of iTunes not working with apps any more and it's more about music & movies.
I liked how it was because if i didn't like an app update i could simply take the old app out of the bin (i always updated via the PC, never OTA) and put it back on the phone. Voila, problem solved.
So since i don't know what iTunes version i had beforehand, which was the last iTunes version that allowed you to run your iPhone apps through it?
I'm now on 12.7.0.166 and i'm not liking it at all.

Correct, the change you are seeing was introduced in the first 12.7 version that was released.0

Is there any way to put old apps back on the phone with 12.7?
To explain...
Beforehand i would update through iTunes which would put the existing app .ipa in the Recycle Bin.
If i didn't like the new version i could delete it from the library, take the old one out of the bin & then import that to my library & basically put it back on my iPhone.
So can you put old versions back on your phone with 12.7?0
