Headstone unsafe report?

We have just received notification that an old headstone of our Granny has failed a safety inspection and needs corrective action.
I have today inspected the headstone and whilst it shows movement it it not in danger of toppling over.
It can be rocked on the dowels.
Can I undertake the repair myself? They tell me it is my responsiblity for the upkeep.
I intend to gentley raise either end of the headstone on the dowels and apply some epoxy resin like Fisher FIS V Hybrid Mortar Resin to the base, then lower it back down to complete the repair. About £15.00
tops. Should cure in about 24 hours.
I feel like just doing it and saying nothing to them.
Has anybody had a similar experience?

Had this happen about 10 years ago, only the cemeteries department laid the headstone on the floor and attached a note saying it needed to be mended by a stonemason (As no one owned the grave they had no address to correspond with). We went up on a Sunday when no one was around and fixed the headstone ourselves with cement. It has had no problems since and we never heard from anyone. We had checked how much a stonemason was going to charge and it was about £200 at the time.0

Think I might do the same as it isn't that difficult to fix and see what happens as a result.
