Bannister painting problems

We have a problem with our Bannister hand rails and newel posts. We have lived in our property for 17 years and no matter what we paint them with, within a couple of weeks the paint just peels off again!
We have stripped all the woodwork back using heat guns and paint stripper, sanded them within an inch of their lives and still no joy. I know this is probably due to an earlier wax, oil or stain but as of yet we haven't reached a solution. When we moved in it was all gloss white but soon started to fall off.
Any advice or idea's would be appreciated, the banisters are not that pretty in all fairness (1950's) and will be eventually replaced, but in the meantime is there anything we can do to make paint stick?

The only paint we haven't tried as far as I'm aware is car paint. I have a couple of cans of primer, color and lacquer we bought to sort out a replacement fuel cap, Could this spray paint be an option?Grocery Challenge Sept 2021 £95.40/£500

Just a quick update I tried an oil based stain cover primer (although not the brand mentioned above) and it took 10 days to dry, surely this is not normal? BTW we don't live in a damp or cold house and have no issues with any of our other woodwork.
Anyway I'll be putting on a coat of gloss next weekend, so fingers crossed it stays on!Grocery Challenge Sept 2021 £95.40/£500

My guess is that you have saturated the bare wood with paint stripper, which is causing the new paint to bubble or peel. What did you use to neutralise and remove the stripper?No free lunch, and no free laptop
