fish aquarium and venturi issue

Hi guys - there doesn't seem to be a forum for pets so I placed it here ��. It's DIY honest
Anyway.... we have inherited aa fish. It came in a bowl which wasn't very inspiring so we bought an aquarium from pets at home. All works fine except the venturi. I carne seem to get the air to squirt out like I was expecting it to. The pump pulls the water over up and over the filter but no luck with the venture. I have the air pipe sitting above the water line and if I blow through it, it bubbles the water. Nit I look closely there is water in the venturi pipe but can't see how you could avoid that given the connector is under water. I have taken the pump apart and re-seated all the bits. As far as I can tell it is as per the instructions.
Before I go back to PaH there isn't something stupid that I haven't done is there. I assume there spill of water over the filters generates aeration so the fish should be ok.

Have you taken the cap off the end of the venture fitting on the pump?0

Yes ACT1 the small black cap is off. At the end of the veturi pipe the flip cap is also off but putting it on makes no change
