Ukba

awful service and very hard to actually speak to them.

My step sister got married abroad and has just applied for indefinite leave to remain for her husband, process can take upto 6 months and cost over £2000, but anyway she just recently needed her UK passport back as her mum was ill abroad.

She asked them for it and they asked her to fill the form in online advising of the urgency, did as asked and then heard nothing for two weeks, contacted them and they advised to fill in the form again and wait 10 working days again. She couldn't wait any longer and got in contact with her MP and they have helped the process but its still taken another week and now they say her passport has been dispatched by royal mail but the tracking number doesn't work.

Rang royal mail and they advised they couldn't trace the parcel so it looks like they have lost her passport now

Unfortunately UKVI are absolutely swamped at the best of times - they are, as with most government departments, chronically understaffed and underfunded (the inflated cost of visa processing goes pretty much entirely to government revenue and to dissuade people from applying in the first place).

You are basically stuck with calling your MP and chasing UKVI. It's an awful situation and you have my sympathy.
