30 year old lacquer table scratches

I have a 30 year old table and Chippendale chairs. The table top has a lot of light scratches over time and has a few larger scratches that looks like smudge marks. My questions are is lacquer long lasting where a top coat can be to remedy this, or does lacquer lose its durability over time and should be stripped and refinished? Either way I would be having my whole dining set done at the same time so it all looks new again and matching. I will be having a professional doing the work, But as you see, depending on what needs to be done with my furniture can cost me slightly to thousands. But want whats best for the longevity of my dining set, without compromising the colors and beauty of grain.
Also I have a couple of leaves for the table that had gotten somehow light wall paint splatters on it from painter a few years back, just noticed. no easy remedy worked for removal, any suggests?

If your quality furniture is "French Polished", the it can be revived and it is quite simple.

With some suitable dust sheets, it could be even be done in your home as its not messy.0
