L&Q signed in 2013 but look at the minutes of the AGM of the AC Residents Association a year ago:

    http://actra.co.uk/minutes/agm%20march%202017.html
'Highways - parking zones on estate do not work' highways will put in new parking restrictions. Currently some items are missing with trees on site. Once highways take over parking on the site and will they will take tape off cars. PCM will still be on site for bays.

    and Jan 2017 minutes:

    http://actra.co.uk/minutes/january%202017.html
Highways and parking meetingL Mark (Treasurer), Emma (Property Manager) and Jason (Chair) met with the Highways regarding them taking over. Parking restrictions will be put in place; school will be blocked out and number plates will be read. Visitors' bay will still be in force.

Look at August 2013 when the contract was signed, 'it's all in the archives' as they say:

    http://actra.co.uk/minutes/Archive%20Minutes/2013/august-2013.html
5.The next point on the meeting Agenda was the Letter from PCM, and Parking Issues/Restrictions.

This was a hot topic and there was genuine anger at the proposals from PCM. Dwayne stated that there are only 4 Visitor Parking Bays for Aston House when there are approximately 70 Flats/households living there. If two of his friends came over the weekend, where were they going to park? Some complained they often have to park on Longbridge Road. This was unfair, etc. Nilesh asked why the Council passed planning permission with so few parking spaces. Mark suggested it was passed by the London Mayor Boris Johnson as the Mayor is keen on building houses. Nigel stated that this site was originally developed as a car free zone by TW. It was however universally decided to have a vote on whether to accept PCM's proposal or reject them.

a.Action Point: A vote was conducted. 40 (nays) to 7 (yeses) so the Nays have it.

b.It was decided to reject the PCM proposal and therefore

i.The Executive Committee shall write to L&Q on behalf of the Association and reject their proposal as 'Not fit for Purpose'

ii.And notify the Members of the decision by L&Q once the proposal has been rejected.

    Sept 2013:

    http://actra.co.uk/minutes/Archive%20Minutes/2013/september-2013.html
    3. A discussion was held regarding the new Parking Enforcement Company (PCM) due to start work on 11th September. Sylvia Campbell spoke about the bays next to Aston House that are to be sold off to residents. After a long and heated debate, agreement could not be reached on the price the bays should be sold at. The residents at Aston House asked that the bays should be returned to way they were and that these should be a minimal cost for residents. The Vice Chair agreed to forward this request to L&Q for consideration.

In the meantime Sylvia had asked that no one is to park in these bays as they are under the control of PCM.

Sylvia was asked to confirm that blue badge holders can park on the road as long as they display it, this was confirmed.

It was noted that L&Q had not supplied PCM's phone number on the letter sent to all residents. This was part of the agreement in case someone was in their resident's bay.

If that looks like being any use, I'll leave you to search the years in between for the word 'parking'.

Are L&Q even still Managing the site?

I have spent more than that, absolutely, but went with Coupon-Mad's suggestion that less than 10 may be seen more favourably.

If I misunderstood the advice :( its too late - handed it in today (or can it be changed?)

Thanks Nosferatu1001. One to remember for the other claim they are perusing.

I have a copy of the SA and the Costs, ready to send to Gladstones - can I confirm that is required to be sent to them now as well? (In case I have misunderstood KeithP)
