We have a video we would like to send via email to someone.

If they want to "put it on a website", they are going to need to upload it to that site. They can send you the login credential and you can upload it.

There are a number of ways,
One drive or Google drive if you both have google accounts (upload and send link)
...or if you are both on skype you can send that way (not sure of limit, possibly now 100MB but I have seen 300MB mentioned but possibly now out of date.
There are a number of programs for file transfer such as for File Transfer Protocol (FTP) but probably beyond many peoples capability if not technical.
However you first need to find out the file size! That will determine the limitations of apps/progs. Bear in mind if a large video file and you do not have a fast broadband send (upload) speed (usually much slower than download speed) then it will take quite a long time to send by whatever method. In that case you can always burn to cd or dvd and use snail mail. Will take longer to get there but avoids broadband issues! (if you have any)
BUT your question was how to make it smaller! Edit the video and just send the bit of interest ....or see if a lower quality resolution copy is acceptable0
